This is the General Service cap badge. In 1917 men who were no longer fit for front line service were put to the Labour Corps and wore this badge. In 1918 the corps got its own badge, which was to continue to be used by the Pioneer Corps in the Second World War.
Although this is the most likely reason the wearer got the badge, it is by no means certain, as the badge was used for other purposes.
