I would suggest that this photograph is more likely to be early sixties when John Macintosh had a speed boat and introduced many people to water sking from Embo pier and the pontoon below the pier is where he docked

I would agree with Dan Murrays' comment. The speedboat and water sking used to draw great crowds on a Sunday afternoon although some were entirely against it on religious grounds.
